I'm sorry to hear this. As @Quester said, to be able to assist you we would need some more information, like what model Xperia and Android version are you using? You can see this under: Settings > About phone > Model number/Android -version.
Also if you could elaborate about your touch not functioning properly, for how long has it been like this, are there any cracks in your display?

I recommend that you test you touch in diagnostics, to do so, go to: Settings > About phone > Diagnostics > Test > Touchscreen. How does the touch work here?
I also recommend that you try to reboot your device to safe mode to see if this behavior is caused by one of you downloaded apps as these will be temporarily disabled in this mode
You can also try an temporarily remove any screen protector you may have on your device to rule out that it may be the cause of this behavior.
